Step-by-step process to get an E-Commerce license in the UAE

Here are the detailed steps to fetch an e-commerce license in Dubai or the UAE.

Now, we briefly look upon this procedure.

Pick the legal structure of your business depending on ownership, liability and growth objectives. An LLC is best suited for a partnership, while a sole proprietorship is most suitable for an individual entrepreneur. This is the point at which you decide how your business operates in legal and financial terms within the UAE.

Select jurisdiction from mainland or free zone

Decide whether to establish on the mainland for direct UAE market access. Or go for a free zone setup, if preferential tax incentives and 100% foreign ownership are of importance.

Reserve the company’s trade name

Register the trade name for your UAE eCommerce business with the DED or a free zone authority. Choose a distinct business name that aligns with the UAE naming norms. Also, it must reflect what your business is all about. Your trade name will be the legal name of your e-commerce business once you’re approved.

Take initial approval

Apply with pertinent documents such as passport copies, business plans and investor profiles. This is to ensure the government signs off on your business before proceeding.

Rent physical or virtual premises

Obtain the physical commercial space in the UAE on lease/rent to fulfill the regulatory corporate address obligation. However, you can rent a virtual office or a flexi desk in a free zone as well. Typically, the free zones provide the cost-effective flexi desks or virtual offices compliant with the legal and communication requirements.

Acquire eCommerce license

Submit your licensing application with necessary legal documentation. Pay the fee to get license after the final approval. When this is issued, you can officially begin selling your products or services online in the UAE or beyond.

Open business banking account

Opt for a UAE bank that provides satisfactory online banking services. With a corporate bank account, you increased your financial credibility in the UAE. Moreover, it ensures that you are operating your business in a secure and professional manner.

Register with FTA for VAT (if applicable)

You must register for VAT with the Federal Tax Authority if your turnover during a 12-month period is over AED 375000. This is to make sure you are in line with the UAE tax laws, Accordingly, you can invoice and properly claim back the VAT annually.

Tax compliance with VAT and CT for UAE eCommerce sellers

When does VAT registration become mandatory for UAE eCommerce firms?

In the UAE, e-commerce companies are required to start charging VAT after exceeding the AED 375,000.00 annual threshold. Revenue over AED 187,500 can also register voluntarily. Registering in time will help keep your business legal and free from fines from the Federal Tax Authority (FTA).

Importance of TRN (Tax Registration Number) for UAE eCommerce companies

Your business will get a Tax Registration Number (TRN), a unique number allocated by FTA for your company. The TRN is proof that your VAT registration is valid. Remember, you need it to issue tax invoices, file returns and recover input tax.

How to include the TRN on invoices and returns?

If your business is VAT-registered, put your TRN on every tax invoice (and any simplified tax invoice). Take a look at following what should be included.

Entity chain: FTA → TRN → VAT Filing → E-commerce Compliance

The flow of compliance starts with registering for FTA. Then, acquire your TRN and submit the VAT filings on a recurrent basis to report taxable sales and purchases. This systematic process is going to keep your e-commerce business clear and with UAE’s tax structure.

Errors that can trigger FTA penalties

A lot of sellers are penalised for late VAT registration, wrong tax invoices or for missing return due dates. Others forget to account for VAT in online transactions or do not keep sufficient books. Employing the services of accountants will help prevent these costly penalties, as they ensure full FTA compliance.

How to set up online payments for UAE eCommerce stores?

Set up online payments by using UAE Central Bank–approved gateways, completing KYC with your trade license and corporate bank account, and integrating via Shopify/WooCommerce/Magento plugins. Stay compliant and trusted with SSL/HTTPS, PCI DSS, and built-in anti-fraud tools. Here are the procedures to setup online payments for UAE E-commerce stores.

Work with the UAE approved payment gateways

It’s very important that you use an approved payment gateway, accepted by the UAE local banks and the UAE Central Bank to facilitate online payments in the UAE. Famous are those like Telar, PayTabs, Checkout.com, Mashreq and NoonPayments, provide secure, cross-border payment systems with regional e-commerce in mind. Every gateway offers functionalities like a fraud shield, immediate tracking and settlement process.

KYC and licensing requirements for payment gateway approval

Before you activate your payment gateway, you’ll need to go through KYC verification. Normally, this should be based on a valid trade-license, corporate bank account and authorized signatory papers. Your e-commerce business is a legitimate entity in the UAE All of these are reviewed by your gateway provider to make sure your e-commerce business is valid under UAE law.

Integration with Shopify, WooCommerce, or Magento

Top payment gateways work well with major e-commerce platforms such as Shopify, WooCommerce and Magento. These in-app purchases enable seamless checkout, automatic order confirmations, and secure payment methods. Developers or setup partners can aid in setting up the APIs, plugins for connecting your store with your preferred gateway quickly.

Compliance with the guidelines of the UAE Central Bank

All of the UAE payment gateways must comply with standards and regulations set by the central bank of UAE regarding digital payments, anti-fraud controls, and customer data security. You need to provide trust in order for your customers not only to trust. Trusting a seller also includes taking some safe measurements, such as using https/SSL on a website, keeping the PCI DSS requirements alive and doing best practices that could keep your business out of court.

My wife engaged KWS Middle East in October 2025 to assist with a UAE Golden Visa application and paid AED 12,500 upfront.

She was subsequently informed that the application had not been approved. The signed agreement states that where approval is not obtained, the amount paid will be refunded subject to consultancy charges of up to AED 3,000.

Despite requesting her refund for more than five months and following up repeatedly, the matter remains unresolved. No satisfactory explanation has been provided as to why the refund clause in the agreement does not apply.

After raising concerns publicly due to the lack of progress, she was informed that her comments could amount to a criminal offence under UAE law and was subsequently blocked on social media. Having reviewed the agreement and sought legal guidance, we do not accept that a customer raising a genuine contractual dispute and seeking a refund they believe is due under a signed agreement is acting improperly.

We remain willing to update this review if KWS resolves the matter professionally and in accordance with the terms of the agreement.

    Choosing the wrong free zone

Going for a free zone that is not suitable for your business model can hinder the operations. Or, it may raise costs or restrict access to the market. Compare always with zones by type of activity, visas that you can apply for and closeness to your targeted market.
