A business setup consultant in Ras Al Khaimah helps you pick the right licensing authority, prepare your application and handle the approvals, visas and bank account that follow. The part many founders miss is that RAK has five separate company-formation routes, each run by a different authority. The consultant you choose needs to work with the one that suits your business. For one of them, RAK ICC offshore companies, you can’t incorporate without a registered agent at all.

Why Do Founders Choose Ras Al Khaimah?
Ras Al Khaimah is the northernmost emirate, about an hour’s drive from Dubai. Founders usually choose it for one of three practical reasons, not for the scenery:
- Lower cost base. Free-zone packages, office space and industrial land are generally cheaper than similar options in Dubai. How much cheaper depends on the activity and the facility.
- Industrial land and port access. RAKEZ has three dedicated industrial zones, which makes RAK a serious option for manufacturing, warehousing and processing.
- Offshore and holding structures. RAK ICC is one of the UAE’s established offshore registries for holding companies, asset-owning vehicles and international structures.
If none of these fits your business, compare RAK with other emirates before committing. A consultant should be willing to tell you that.
Which Authority Will Your RAK Company Be Registered With?
Before you speak to any consultant, understand the five routes. Each has its own authority, rules and purpose.

RAK also has RAK Maritime City, a free zone for maritime, ship-repair and port-related businesses. It’s worth considering only if your activity is maritime.
What Changed With RAK DAO?
In September 2025, RAK Digital Assets Oasis (RAK DAO) was relaunched as Innovation City, and its focus widened from virtual assets to AI, gaming, robotics and healthtech. Innovation City describes itself as a commercial free zone. Any activity that falls under financial regulation must be approved by the Capital Market Authority (CMA) first. So a Web3 company can set up there, but a regulated virtual-asset service can’t start operating on a free-zone licence alone. What Does a Business Setup Consultant Actually Do in RAK?
The work falls into four areas. A good consultant tells you clearly which parts are government steps and which are their own service.
- Route and activity selection. Match your business activity to the right authority and licence category. RAKEZ alone lists more than 3,000 activities, and choosing the wrong one can mean amending the licence later.
- Application and documents. Reserve the trade name, prepare shareholder documents, draft the Memorandum of Association for mainland LLCs, and submit the application to RAK DED, RAKEZ or the relevant free zone.
- Approvals and premises. Coordinate any external approvals your activity needs, and arrange the office, flexi-desk, warehouse or land lease the licence requires.
- Post-licence setup. Apply for the establishment card, investor and employee visas, medicals and Emirates ID. Support the corporate bank account application, then handle renewals every year.
Do You Actually Need a Consultant in Ras Al Khaimah?
It depends on the route. In RAK, the answer varies more than most consultant websites admit.
- RAK ICC offshore: yes, in practice. RAK ICC companies are incorporated through a registered agent, and the agent also helps keep the company compliant. The company must keep a registered office in RAK, which is normally provided through the agent. The real choice is which registered agent to use.
- RAKEZ and Innovation City: optional. Both free zones deal with founders directly and run online application portals. A consultant helps most when your activity is borderline, your shareholding is complex, or you need visas and banking handled together.
- RAK mainland (RAK DED): optional, often worth it. Mainland setup involves more moving parts: trade name, initial approval, MOA, lease registration and possible external approvals. Local experience with RAK DED usually saves time here.
How Do You Choose a Business Setup Consultant in Ras Al Khaimah?
Generic advice such as “check reviews” and “compare prices” applies everywhere. These checks are specific to RAK:
- Do they cover the route you need? Ask directly whether they work with RAK DED, RAKEZ, RAK ICC and Innovation City, or only one of them. A consultant tied to one free zone will tend to recommend that free zone.
- For offshore: are they a RAK ICC registered agent, or do they subcontract to one? Either can work, but you should know who actually holds your company records.
- Do they separate government fees from their own fees? Ask for a written quote that splits authority fees, facility costs, visa costs and the consultant’s service fee. Package prices that bundle all of these make it hard to compare quotes.
- Do they explain what the package excludes? Common exclusions are visa medicals, Emirates ID, bank account support, the second year’s renewal, and amendments.
- Have they handled your activity before? Industrial licences in RAKEZ’s industrial zones, regulated activities in Innovation City, and mainland professional licences each have their own requirements.
- Are their tax statements accurate? If a consultant says a free-zone company “pays 0% tax” with no conditions, be cautious (see the tax section below).

How Much Does Business Setup in Ras Al Khaimah Cost?
No single figure is accurate for every business. RAK costs are built from separate components, and they vary by authority, activity, facility and number of visas:
- Licence and registration fees paid to RAK DED, RAKEZ, RAK ICC or Innovation City
- Facility costs, from a flexi-desk to an office, warehouse or industrial land lease
- Establishment card and visa costs for each investor or employee visa
- External approval fees for regulated activities
- Registered agent fees for RAK ICC companies (annual)
- Consultant service fees, if you use one
- Annual renewals for the licence, lease, agent and visas
Advertised “from AED X” packages usually cover the licence and a basic facility only. Before you compare quotes, ask each consultant for the full first-year cost and the second-year renewal cost. Confirm current fees directly with the relevant authority, because they change periodically.
How Does the RAK Mainland Setup Process Work?
The RAK government portal sets out the mainland sequence as follows:
- Choose your business activity. This decides the licence category and whether you need extra approvals.
- Choose a legal structure, such as an LLC, sole establishment, partnership or joint-stock company.
- Register a trade name and obtain initial approval.
- Obtain any activity-specific approvals from other authorities.
- Receive the licence from RAK DED.
RAK DED issues industrial, commercial, professional and tourism licences. Free-zone and offshore setups follow each authority’s own process, which is usually shorter and done entirely online.
Do You Need an Office in Ras Al Khaimah?
It depends on the route. Mainland licences normally need registered premises in RAK. RAKEZ offers a range of facilities, from flexi-desks and offices to warehouses and industrial land, and your visa allowance usually depends on the facility you take. RAK ICC companies don’t need operating premises, but they must keep a registered office in RAK, which the registered agent normally provides.
Can a RAK Company Sponsor UAE Residence Visas?
Mainland, RAKEZ, Innovation City and Maritime City companies can generally sponsor investor and employee visas, within their visa quota. A RAK ICC offshore company is a holding and structuring vehicle, so it isn’t normally used to sponsor residence visas. If you need visas, plan for an onshore or free-zone entity as well.
What Taxes Apply to a Ras Al Khaimah Company?
UAE federal corporate tax applies in RAK as in every other emirate: 0% on taxable income up to AED 375,000 and 9% above that. Free-zone companies can keep a 0% rate only on qualifying income, and only if they meet the Qualifying Free Zone Person conditions. The 0% rate isn’t automatic just because a company is registered in RAKEZ or Innovation City. VAT at 5% applies once registration thresholds are met. Common Mistakes When Setting Up in Ras Al Khaimah
- Choosing RAK ICC to run a UAE business. An offshore company can’t trade in the UAE or sponsor visas on its own.
- Choosing a free zone when your customers are on the mainland. If most of your revenue will come from UAE mainland clients, look at RAK DED or RAKEZ’s non-free-zone option first.
- Treating Innovation City as a crypto licence. Regulated virtual-asset activities still need CMA approval.
- Comparing package prices instead of first-year and renewal costs. The cheapest headline package is often not the cheapest over two years.
- Picking an activity too narrowly. Adding activities later means amending the licence. Plan the full activity list at the start, within what the authority allows.
