Pick a place on the mainland for broad market access, or a free zone for full control.

Get preliminary approval

Take initial approval of your Dubai perfumery company in mainland from Department of Economy and Tourism (DET). Otherwise, you can receive this approval from the chosen free zone authority also. This no-objection certificate (NOC) enables you to proceed with the licensing.

Solution: Work with local experts on business and regulatory experts who are experienced with the process. Make sure your formulations and ingredients conform to UAE security rules as quickly as is possible in order to avoid costly delay.

High setup and operating costs

Starting a business or operating in Dubai can be expensive, including permits, packaging material, raw materials, the retail store,e and marketing.

Solution: Start with a small scale by employing an e-commerce system or exiting the Free Zone to reduce initial costs. After that, gradually increase the scope of your company if sales rise. Consider outsourcing your production or packaging processes to local suppliers at first.

Competition from established businesses can pose a challenge to new businesses in building trust with customers and gaining credibility.

Solution: Establish a robust identity for your company by grounding it in the truthfulness of its stories and their high quality. Utilize the advantages of social media and partner with local media outlets to gain your brand’s recognition. Offer samples or a set of scents so that customers can explore your scents on their own.

Perfume sales are based on smell as well as touch. This is hard to duplicate on the internet.

Solution: Offer small samples or test kits to customers who purchase online. You can also develop pop-up shops where customers can try the scents. Give full descriptions of the fragrance and add photos to your website to boost the shopping experience on your website.

Inventory and shelf life management

Perfumes are sensitive to light and humidity, which can affect the fragrance’s quality and also their shelf life.

Solution: Store products in temperature-controlled environments and use quality packaging materials that protect against sunlight. Make use of inventory management software in order to keep track of inventory levels and reduce losses.

Evolving consumer preferences

Customers’ preferences and trends in fragrances continue to change and will affect sales in the near future.

My wife engaged KWS Middle East in October 2025 to assist with a UAE Golden Visa application and paid AED 12,500 upfront.

She was subsequently informed that the application had not been approved. The signed agreement states that where approval is not obtained, the amount paid will be refunded subject to consultancy charges of up to AED 3,000.

Despite requesting her refund for more than five months and following up repeatedly, the matter remains unresolved. No satisfactory explanation has been provided as to why the refund clause in the agreement does not apply.

After raising concerns publicly due to the lack of progress, she was informed that her comments could amount to a criminal offence under UAE law and was subsequently blocked on social media. Having reviewed the agreement and sought legal guidance, we do not accept that a customer raising a genuine contractual dispute and seeking a refund they believe is due under a signed agreement is acting improperly.

We remain willing to update this review if KWS resolves the matter professionally and in accordance with the terms of the agreement.
